Shouldn't hurt anything. The acid from the vinegar will help dye release just as the lemon
juice would. Depending on the amount of henna you use you may need to use a little more
that 3 tbs.

When I mix with lemon juice I mix it either straight with only lemon or half/half with lemon
and water. I've tried vinegar too and a rough guesstimate is that I used about 1/5 vinegar
and 4/5 water then. This gives quite a strong vinegar scent which I found unpleasant and
why I moved back to lemon juice.
