No. Vinegar is slightly acidic - so is the natural mantle on hair and skin. When
washing you're turning the environment slightly more alkaline, which will open the
cuticle on the hair. Open cuticles makes the hair more receptive for conditioning and/
or color depositing (hence the use of ammonia in regular hair color - it's highly
alkaline and will push the cuticle wide-open), but also more vulnerable as hairs will
catch on eachother and loose moisture more easily.

Rinsing with vinegar (or lemon juice) diluted in water will restore the acid mantle of
hair/skin and close the cuticle. Hair will feel smoother and will look shinier as a closed
cuticle layer reflects light better. I find that a final rinse with diluted vinegar _after_
henna helps lock in the color.
